Position description

France has recently restructured its service infrastructure, reducing its presence in some areas, as part of the implementation of the General Revision of Public Policies (2007), and the Modernization of Public Action (2012). This movement of rationalizing and redeploying the map of public services focuses in particular on hospital services (Delas, 2011; Vigneron, 2011; Subra, 2014) with a reduction of the presence of care in the area. This evolution, which has not yet been documented with precision over a long period, seems to reveal a more general movement of withdrawal of public services in the system of French cities.

Issues and hypotheses

How is the retreat of hospital services within France organized and what implications does this have for local areas? What hospital services (private and public, maternity care, medicine, surgery, ER) are concerned? What cities and regions are affected? Does this retreat threaten the economic footing of the territories where it is occurring and is it threatening equality in access to health care? What rationales explain it?

Mixed, quantitative and qualitative methods

The aim will be to complete a longitudinal database on care establishments made up from FINESS records for the 1997-2015 period and construct retreat indicators to test the factors explaining this retreat.

A qualitative survey aiming to shed light on the rationales that underlie the retreat process and how stakeholders react to it will be conducted in a city where care service retreat has happened.

Innovative aspects of the project

The construction of a longitudinal database over a long period of time and the elaboration of retreat indicators make up the innovative aspects of the project.

Promotion of results

The results will be showcased both academically and among professional stakeholders through the participation in results presentation workshops for the stakeholders that are partners in the project (see below), at the ASRDLF and AAG 2018 symposiums. At least two publications will be submitted to top-tier geography journals.

Planned collaborations

The post-doctoral position enters into the framework of a research project on the retreat of services and commerce in small and medium cities involving, through its participants, many scientific partners (UMR Géographie-cités, CNAM, ENS of Lyon, CERAMAC, University of Strasbourg, University of Saragosse, University of Paris East).

Two institutional partnerships have also been set up with the Caisse des Dépôts et Consignation (CDC [deposit and consignment office]) and the Commissariat Général à l’Égalité des Territoires (CGET [general commissariat for territorial equality]).

Required skills and abilities
  • PhD in geography with a data processing and spatial analysis dimension;
  • skills in geo-referenced database construction;
  • skills in data processing, analysis and spatial representation: mastery of GIS, SAS, and R software;
  • elaboration of status and change indicators;
  • qualitative analysis skills, and in particular stakeholder surveys and public policy analysis.

Recruitment procedure and schedule

The application must be submitted electronically by application form ( It must demonstrate that the candidate fulfils the requirements indicated in the post-doctoral profile (specified tasks and skills). The application will include:

  • a description of the research project (5 pages maximum) specifying the research-related issues, the methodology to be used, the empirical work (field and data), a feasibility report and project schedule;
  • a covering letter;
  • a curriculum vitae;
  • a list of publications with internet links (if available);
  • the doctoral thesis (PDF version);
  • the doctoral thesis defence report (not required for candidates having defended their thesis in a foreign country and for candidates having defended their thesis too recently. The latter will include a letter confirming the forthcoming oral defence of the candidate’s research thesis prior to Thursday, June 15 2017);
  • a copy of the doctoral degree, or certificate (the thesis must have been defended fewer than five years ago, and before Thursday, June 15 2017).

This post-doctoral profile is open for applications at the same time as two other post-doctoral profiles. Nevertheless, only two of the three Profiles will be filled by two successful candidates (who will be recruited on two different profiles).
